Russia's foreign policy with Sergei Karaganov
Russia’s foreign policy is undergoing the most momentous and historic shift, comparable not only to the early 1990s but arguably to the seventeenth century when Russia first turned its gaze to Europe under Peter the Great. In this webinar, Professor Sergei Karaganov, the foremost and most influential foreign policy and nuclear doctrine expert in Russia is interviewed by Professors Richard Sakwa, Oleg Barabanov and Radhika Desai.
PARTICIPANTS
Sergei Karaganov is a Russian political scientist who heads the Council for Foreign and Defense Policy, a security analytical institution founded by Vitaly Shlykov. He is also the dean of the Faculty of World Economy and International Affairs at Moscow’s Higher School of Economics. Karaganov was a close associate of Yevgeny Primakov, and has been Presidential Advisor to both Boris Yeltsin and Vladimir Putin. He is considered close to Putin and Sergey Lavrov. Karaganov has been a member of the Trilateral Commission since 1998, and served on the International Advisory Board of the Council on Foreign Relations. He has also been Deputy Director of the Institute of Europe at the USSR (now Russian) Academy of Sciences since 1983.
Oleg Barabanov is a programme director of the Valdai Discussion Club (since 2015), he is coordinating the professional programmes on Global Commons, Global Alternatives; Academic Director of the European Studies Institute at MGIMO University (since 2015); Professor of the Russian Academy of Sciences (since 2015). He has a Ph.D. in political science (1997). Graduate of the Faculty of History of the Lomonosov Moscow State University (1993). He is also a lecturer in the Faculty of History of the Lomonosov Moscow State University (1994-1996); Senior Research Fellow, Russian Institute for Strategic Studies (1997-2004); Associate Professor, Professor at MGIMO University (since 2000); Head of Directorate for Research Policy at MGIMO University (2005-2008); Head of Department of EU Politics at the European Studies Institute at MGIMO University (2007-2014); Professor at the Faculty of World Economics and Global Politics at the Higher School of Economics, Moscow (2009-2019). He is co-author of the Valdai Discussion Club publications on global right-wing and left-wing protests, on creating Greater Eurasia, on relations between Russia, China and the US, and on the “nuclear fears” following the Ukrainian crisis. Mr. Barabanov is the author of six research monographs.
Richard Sakwa is a British political scientist and a former professor of Russian and European politics at the University of Kent, a senior research fellow at the National Research University-Higher School of Economics in Moscow, and an honorary professor in the Faculty of Political Science at Moscow State University.
Radhika Desai is Professor in the Department of Political Studies and Director of the Geopolitical Economy Research Group at the University of Manitoba, Canada, and Convenor of the International Manifesto Group.

    Karaganov is an absolute AH. He lives in a parallel world of lies, agression, death, nihilism, sheer chauvinism and terror, just as Lavrov, Putin, Peskov and so many others. And they're instilling all these lies to the russian population and worse, to the children and youth. It's a total disaster and it's outrageous. It's not the West waging war against Russia, it's Russia waging war against Ukraine and also against the west. Karaganov admitted: it's a WAR. And Putin started it (it was a very clear message on TV on 24 feb 2022). Karaganov also admitted: they want to grab as much territory of Ukraine as possible. He is unable to define any other "victory". But Karaganov is a complete idiot as well. He says the war brought immense benefits (ok, admitted, for some elites like him). But for Russia as a whole, this war is a total disaster, the economy is on the brink of collapse. Thanks to the war economy and massive propaganda they somehow manage to make the Russians and even some idiots in the west believe that things are shiny in Russia. But those of us who know how things really are in Russia, we have our popcorn ready and leaning back, eager to watch the show.

    What I really don't like about this kind of discussions is the outrageous arrogance of self-appointed Academia professors , both from Liberal, Conservative and Communist background play the role Prophets. It so arrogant to pretend to be "Think Tanks", as if ordinary people as brainless idiots. The real problem, however, is not with the ordinary people, who have healthy common sense, but with the Politicians world wide who position themselves as Elite. There is no West, there is no East, there are people who want to live in peace, but the Elitist Groups worldwide don't want lasting peace, for they are reaping all kind of profits during the war. Russian Civilization is much more spiritual, sophisticated and peace loving than Mr. Karaganov portrays. It's quite understandable why he plays"hawk", because of the deepest disappointment with the radicalization of the leftist Academia "think tanks" and their destructive agenda that has resulted in the Ukrainian crisis. He is talking as a deeply disillusioned person. However, there is no hate towards the western people in general. And it's really important that he fully understands the grim lessons in the Soviet system as well. I hope Mr. Karaganov and other Political Consultants will not forget to align their vision of the future with the vision of the peoples. Peoples lives matter.

The world has moved on, but power in the West remains in the hands of a class for whom power still means "over" in a world in which power now means "to."

    The US didn't bomb Hiroshima and Nagasaki to save American soldiers. They did it to make a point to the Soviet Union. The Japanese High Command did not bother to call a meeting of the war cabinet when the first bomb was dropped nor did they when the second one was dropped! Over 95% of Japanese cities had already been reduced through conventional bombs so, another two cities made no difference and neither did these atomic bombs destroy the entire city unlike conventional fire bombing which was terrifying. What scared the Japanese was the fact, the Soviet Union had reached Manchuria and were preparing to cross over into Hokkaido. The Japanese immediately called a war cabinet and decided to surrender to the Americans bec they feared the wrath of the Soviets given the mass atrocities perpetrated by the imperial Japanese troops on Chinese, Korean and Soviet soil. There was a flurry of radio traffic picked up by the US about the imminent Soviet invasion rather than the bombings of Hiroshima and Nagasaki! In fact, Douglas MacArthur played this fact against the Japanese very often when negotiating knowing full well how terrified the Japs were of Soviet retribution. As the old joke goes - the Japanese consider themselves the White men of Europe which drives a lot of the imperial ambition in the East. Japanese elites have been enamored by the British nobility due to the British Empire and aspired to be a similar power in the East. They adore the martial themes of Greco-Roman culture that forms the basis for Western imperialism & which to them serves as a guide for how strong nations are supposed to be.

    Excellent conversation. For many years professor Karaganov was the "soul" of the Valdai Discussion Club, which invited even the most anti-Russian Western experts and politicians to various Russian regions, trying to show them that Russia was a peaceful country not intent on any war. But they viewed it as a sign of weakness - and acted. Now professor Karaganov is talking to the hostile Western newsmakers in a different way. And they accuse him of "changing his opinion." It was them who changed, not him.

    Communism didnt destroy the soviet union.Corruption, wrong decisions, And Gorbachov selling out to consumerism.There was no road map to follow. Plus the west waged a total war on the soviet union stopping its developement and progress. Its the only way forward for humanity.

    How can you trust the words of a man who OPENLY LIES on the very first page of his book and twists an antislavery quote into a pro-slavery quote? "1. The British Empire in the late 18th century was moving in the direction of the abolition of slavery Horne spills a considerable amount of ink on detailing the Somerset case, a 1772 court decision which ruled the practice of chattel slavery illegal in England or Wales. This law did not apply to Britain’s overseas empire, where nearly all of the nearly one million Africans enslaved by the British actually resided. Nonetheless, Horne insists that the colonists in the 13 colonies saw the ruling as a bellwether for eventual abolition in North America, and this spurred them to rebellion. As evidence that this court ruling was infuriating to the pro slavery colonials, Horne starts off by quoting a Virginia newspaper supposedly opposing the ruling: “Is it in the power of Parliament to make such a Law? Can any human law abrogate the divine? The laws of Nature are the laws of God”[4] The source cited, a 1772 issue of the Virginia Gazette, available online in its original text, says something quite different: “It has been said that Lord Mansfield has advised a law respecting the property of Negroes in England. Is it in the power of Parliament to make such a Law? Can any human law abrogate the divine? The Laws of Nature are the laws of God. By those laws a Negro cannot be less free than a man of any other complexion. If Negroes are to be slaves on account of their colour, the next step will be to enslave every Mulatto in the Kingdom, than every Portuguese, next the French, then the brown complexioned English, and so on till there be only one free man left, which will be the man of the palest complexions in the three kingdoms!”[5] What Horne presents as a pro slavery argument is in fact an anti slavery one, and an anti racist one at that. And this is only on the very first page of the book."
